DEVELOPING AN ADAPTIVE PATHWAY TO MITIGATE AIR POLLUTION RISK FOR VULNERABLE GROUPS IN SOUTH KOREA. SUSTAINABILITY, 12(5), 1-16.

Air pollution is one of the most significant environmental hazards. The elderly, young,and poor are more vulnerable to air pollution. The risk of air pollution was assessed based on the risk framework published by the Intergovernmental Panel on Climate Change (IPCC) in terms of three aspects: hazard, exposure, and vulnerability. This study determined the concentrations of hazardous pollutants using satellite images from 2015 at 1 km2 spatial resolution. In addition, the study identified vulnerable groups who are exposed to hazardous air pollutants. The study highlighted the degree of vulnerability based on environmental sensitivity and institutional abilities, such as mitigation and social adaption policies, using statistical data. Based on the results,Seoul City and Gyeonggi Province have low air pollution risk owing to good institutional abilities,while the western coastal area has the highest air pollution risk. Three adaption pathway scenarios were assessed in terms of the effect of increases in the budget for social adaptation policies on the level of risk. The study found that the risk can be reduced when the social adaptation budget of 2015 base level is increased by 20% in Gyeonggi Province and by 30% in the western coastal area. In conclusion, this risk assessment can support policy‐making to target more vulnerable groups based on scientific evidence and to ensure environmental justice at the national level.

DEEP LEARNING APPLICATIONS ON MULTITEMPORAL SAR (SENTINEL-1) IMAGE CLASSIFICATION USING CONFINED LABELED DATA: THE CASE OF DETECTING RICE PADDY IN SOUTH KOREA. IEEE TRANSACTIONS ON GEOSCIENCE AND REMOTE SENSING.

The applicability of deep learning to remote sensing
is rapidly increasing in accordance with the improvement in spatiotemporal resolution of satellite images. However, unlike satellite images acquired in near-real-time over wide areas, there are limited amount of labeled data used for model training. In this article, three kinds of deep learning applications—data augmentation, semisupervised classification, and domain-adapted architecture—were tested in an effort to overcome the limitation of insufficient labeled data. Among the diverse tasks that can be used for classification, rice paddy detection in South Korea was performed for its ability to fully utilize the advantages of deep learning and high spatiotemporal image resolution. In the process of designing each application, the domain knowledge of remote sensing and rice phenology was integrated. Then, all possible combinations of the three applications were examined and evaluated with pixel-based comparisons in various environments and city-level comparisons using national statistics. The results of this article indicated that all combinations of the applications can contribute to increase classification performance, even though the uncertainty involved in imitating or utilizing unlabeled data remains. As the effectiveness of the proposed applications was experimentally confirmed, enhancement in the applicability of deep learning was expected in various remote sensing areas. In particular, the proposed applications would be significant when they are applied to a wide range of study areas and highresolution images, as they tend to require a large amount oflearning data from diverse environments, owing to high intraclass heterogeneity.

SPATIOTEMPORAL MULTI-INDEX ANALYSIS OF DESERTIFICATION IN DRY AFROMONTANE FORESTS OF NORTHERN ETHIOPIA. ENVIRONMENT, DEVELOPMENT AND SUSTAINABILITY, 1-28.

 Land degradation and desertifcation is a great concern of arid and semiarid areas. Desertifcation trends in northern Ethiopia were quantifed using the Normalized Diference Vegetation Index (NDVI), Topsoil Grain Size Index (TGSI), and Precipitation Concentration Index (PCI) calculated from 1990 to 2018 Landsat imagery and meteorological data from fourteen stations. A decision tree approach was used to assess the rate of desertifcation in northern Ethiopia using 1990, 1995, 2000, 2008, 2014, and 2018 Landsat 5 TM+ and Landsat 8 OLI data. A signifcant decline (P<0.005) in mean NDVI was detected between 1990 and 2018 (μ=−0.012+0.072), indicating that desertifcation has expanded over this time. The analysis showed a signifcant and positive spatial correlation (R2=0.47; P<0.0001) between the distribution of NDVI and the independent variables of precipitation and TGSI. Precipitation had the predominant impact on the NDVI. Monthly rainfall was characterized by a signifcant spatiotemporal variability (PCI>20%) from 2001 to 2016 due to frequent droughts, particularly in northeastern Ethiopia. This desertifcation hot spot was confrmed through semi-variogram analyses. The overall fndings from the multi-index assessment indicate decreasing vegetation cover, increasing ratio of coarse soil particles, as well as decline and high seasonal variability in rainfall. The desertifcation also appears linked to the rapid reduction in dense forests and shrublands in favor of bare and desert land as well as agricultural land. Therefore, major causes of land degradation in northern Ethiopia are both anthropogenic and natural climatic factors, requiring mitigating and adaptation actions primarily in northeastern Ethiopia.

IDENTIFYING POTENTIAL VEGETATION ESTABLISHMENT AREAS IN THE ARAL SEA USING SATELLITE IMAGES. LAND DEGRADATION & DEVELOPMENT.

The Aral Sea was the one of the largest lakes in the world, but almost 60,000 km2 of the water body has been dried due to the over‐irrigation. It led land degradation, and the detection of areas where vegetation can be established is getting important. In this study, we aimed to find potential vegetation establishment area using remote sensed data in the Aral Sea to support the decision‐making related to afforestation. Various indices such as normalized difference vegetation index (NDVI), topsoil grain size index (TGSI), soil salinity index (SSI), and normalized multi‐band drought index (NMDI) was calculated from satellite imagery. As an indicator of vegetation existence, NDVI was classified into three groups and set as a base for classifying other indices by performing statistical analyses. Based on decision tree method, indices were combined, and the potential vegetation establishment area was detected. As results, NDVI was higher in the southeast than the west of the study area. The results of statistical analyses showed that TGSI had a positive correlation with NDVI, while SSI and NMDI had a negative correlation. Based on this, the potential vegetation area was detected as 7,295.21 km2 (61.34%) of the “unsuitable” area, 2,818.64 km2 (23.7%) of the “intermediate” area, 1,612.15 km2 (13.56%) of the ‘suitable’ area, and finally 166.42 km2 (1.4%) of the “very suitable”. With this map it is possible to identify advantageous area to plant in the Aral Sea, and contribute to the planning for rehabilitation and prevent land degradation

LAND USE AND LAND COVER CHANGE DETECTION AND PREDICTION IN THE KATHMANDU DISTRICT OF NEPAL USING REMOTE SENSING AND GIS. SUSTAINABILITY, 12(9), 1-18.

Understanding land use and land cover changes has become a necessity in managing and monitoring natural resources and development especially urban planning. Remote sensing and geographical information systems are proven tools for assessing land use and land cover changes that help planners to advance sustainability. Our study used remote sensing and geographical information system to detect and predict land use and land cover changes in one of the world’s most vulnerable and rapidly growing city of Kathmandu in Nepal. We found that over a period of 20 years (from 1990 to 2010), the Kathmandu district has lost 9.28% of its forests, 9.80% of its agricultural land and 77% of its water bodies. Significant amounts of these losses have been absorbed by the expanding urbanized areas, which has gained 52.47% of land. Predictions of land use and land cover change trends for 2030 show worsening trends with forest, agriculture and water bodies to decrease by an additional 14.43%, 16.67% and 25.83%, respectively. The highest gain in 2030 is predicted for urbanized areas at 18.55%. Rapid urbanization—coupled with lack of proper planning and high rural-urban migration—is the key driver of these changes. These changes are associated with loss of ecosystem services which will negatively impact human wellbeing in the city. We recommend city planners to mainstream ecosystem-based adaptation and mitigation into urban plans supported by strong policy and funds.

DEVELOPMENT OF FOREST ACTIVITY DATA AND FOREST MANAGEMENT RATE FOR NATIONAL GREENHOUSE GAS INVENTORY IN THE FOREST SECTOR. JOURNAL OF CLIMATE CHANGE RESEARCH 11(1): 53-63

After the Paris Agreement, the Republic of Korea also has own Nationally Determined Contributions (NDCs),and forest sector has to sequestrate 22 million tons of CO2 eq. by 2030 and to develop a national inventory and Land‐Use, Land Use Change, and Forestry (LULUCF) system. However, forest activity data have been neglected in the assessment process, because they have been partially recorded from various data sources. Therefore, this study collects available data to represent forest activity data and integrates them considering spatial availability based on Intergovernmental Panel on Climate Change (IPCC) guidelines and approaches from the Kyoto Protocol.National and private spatial data were collected, and the available data as forest activity data were selected.Subsequently, forest management records on address‐based locations were converted to spatial data by spatial joining and overlying. As a result, around 1.25 million forest management and afforestation recodes are available.Based on these records, the estimated average forest management rate considering regional distribution is 31.2%
during 2013‐2017, and the estimated forest management rate reflecting average values for missing management recodes is 43.1% during 2003‐2017. This study suggests a spatial approach to develop proper calculation of forest management rate despite differences in forest management rate caused by missing data from filed activities and limitation of spatial data during overlaying analysis. Therefore, more forest data are needed to secure the future
development of a national forest inventory.

SPECIES-AND ELEVATION-DEPENDENT PRODUCTIVITY CHANGES IN EAST ASIAN TEMPERATE FORESTS. ENVIRONMENTAL RESEARCH LETTERS.

The velocity and impact of climate change on forest appear to be site, environment, and tree species-specific. The primary objective of this research is to assess the changes in productivity of five major temperate tree species (Pinus densiflora, PD; Larix kaempferi, LK; Pinus koraiensis, PK; Quercus variabilis, QV; and Quercus mongolica, QM) in South Korea using terrestrial inventory and satellite remote sensing data. The area covered by each tree species was further categorized into either lowland forest (LLF) or high mountain forest (HMF) and investigated. We used the repeated Korean national forest inventory (NFI) data to calculate a stand-level annual increment (SAI). We then compared the SAI, a ground-based productivity measure, to MODerate resolution Imaging Spectroradiometer (MODIS) net primary productivity as a measure of productivity based on satellite imagery. In addition, the growth index of each increment core, which eliminated the effect of tree age on radial growth, was derived as an indicator of the variation in primary productivity by tree species over the past four decades. Based on our result from NFI plots and increment core data sets, the productivity of PD, QV, and QM in LLF was relatively higher than those in HMF, while LK and PK in HMF were more productive than lowland ones. Our analysis of the increment core data revealed a contrasting pattern of long-term productivity changes between coniferous and oak tree species. While the productivity of oak tree species tended to increase after the 1990s, the productivity in coniferous forests tended to decrease. These differences across forest types and their altitudinal classes are also noticeable from the MODIS product. The results of our study can be used to develop climate-smart forest management strategies to ensure that the forests continue to be resilient and continue to provide a wide range of ecosystem services in the Eastern Asian region.

RISK HOTSPOT OF CHEMICAL ACCIDENTS BASED ON SPATIAL ANALYSIS IN ULSAN, SOUTH KOREA. SAFETY SCIENCE, 123, 104544.

The chemical industry is one of the major industries driving the Korean economy. However, increased chemical use accompanied by obsolete equipment and careless management has promoted the occurrence of chemical accidents. Therefore, to develop a preventive planning that can minimize human injury and economic losses caused by possible accidents, chemical risk hotspots should be identified. This study proposed a methodology based on geographical information system (GIS) and remote sensing (RS) to map risk hotspots in Ulsan, South Korea. Considering causes and effects of accidents, four categories were analyzed from a physical and social perspective: source of pollution (chemical plants and accidents), catalyst of pollution (wind speed and land surface temperature), receptor (population and residential area), and coping ability (distance to the nearest hospital, fire station, and main road). The results showed that the chemical risk hotspot covers at least 16 dongs of Ulsan and involves approximately 400,000 citizens, which represent 38% of the city's population. In addition, issues such as aging factories, contaminated environments, and lack of safety education further increase the chemical risk. Therefore, regular safety monitoring of chemical plants and their surroundings is essential to reduce future risks in this area.
